关于如何在群体性突发事件的预防和处置中发挥人大优势和作用的思考

Currently,China is at a critical period of economic transition and social transformation.The benefit relations and the benefit structures in the society are under profound adjustment.A most direct reflection of the adjustment is the occurrence of many unexpected group events,which has already become one of the most important factors that influenced the social stability directly.Local people＇s congress and its standing committee are the local organs of state power and legal supervisory authority.They are obliged to make positive effects on solving unexpected group events and maintaining social harmony and stability.%我国当前正处于经济转轨、社会转型的特殊历史时期,社会的利益关系和利益格局也发生了深刻的调整,最直接的表现就是由利益分配引发的大量群体性突发事件不断出现,成为影响社会稳定的重要因素之一。地方人大及其常委会是地方国家权力机关,也是法定的监督机关,在应对处置群体性突发事件、维护社会和谐稳定方面理应发挥积极作用。
