基于Christopher Hood公共管理三重价值的视角，选取元以降（元、明、清、民国）四个历史单元为案例，审视和比较其地方行政的演化轨迹、横纵架构和运行成效。尝试一个“西方当代公共管理理论”和“中国古代地方行政实践”相结合的独特研究路径，结合“管理模型”和“史料分析”，构建一个地方行政价值实现的框架模型（LAVAM），探究地方行政的纵向组织层级、横向权力统分与公共管理三重价值——公正、效率、稳健之间的联系与规律，以现代公共管理理论和研究方法剖析元以降地方行政历史演化的客观规律和内在逻辑，启迪地方行政改革与央地关系探索“，以今审古”“、以古鉴今”。%This article selects four historical dynasties since Yuan Dynasty (Yuan, Ming and Qing Dynasties, as well as the Re⁃public of China) as typical cases from the perspective of Christopher Hood’s thought of triple values of public administration, to review and compare the evolution tracks, vertical and horizontal structure and operation effect of the four historical dynasties’lo⁃cal administrations, tries to build a local administrative value achievement model (LAVAM) and also investigates the relations be⁃tween vertical organizational hierarchy and horizontal power distribution in local administration, and the triple values of public ad⁃ministration (justice, efficiency and robustness) and their law, in order to analyze the objective law in the process of the historical evolution of local administration since Yuan Dynasty and its internal logic with the theory of modern public administration and its research method, and inspire us to explore the reform of the local administration and the relationship between central and local governments with looking into the past so as to reflect on today while identifying today with the past.
