The agricultural insurance needs financial support from the government which should be regulated by the agricultural insurance law. The legal forms include providing the capitals for stated-owned agricultural insurance enterprise and other agricultural insurance organizations;providing financial subsidies for policyholders and insurance organizations which operate agricultural insurance;offering the agricultural insurance operation organizations or local governments agricultural reinsurance;providing the capitals for the agricultural insurance fund;and other financial supports. In China, the forms of financial support for agricultural insurance are not enough, and the support level and loudness are low. China should establish laws to regulate the above forms of financial support, especially the Agricultural Insurance Law.%各国均通过农业保险法对财政扶持农业保险的形式作出规定.财政扶持农业保险的法律形式包括:为国有农业保险企业和其他农业保险相关组织提供资本金;提供保险费和经营管理费财政补贴;为农业保险经营组织或地方政府提供再保险;为农业保险基金提供资金;为农业保险经营组织提供其他财政支持.我国财政扶持农业保险的方式还很单一,支持水平和力度不够高.我国未来在制定农业保险法时,应该规定财政支持农业保险的法律形式,并使其形成法律机制和有效的合力.
