淮安市财政支农实施中存在的问题及对策研究

摘要

The status quo of financial support for agriculture in Huai' an City was expounded, and the problems in the implementation of it were analyzed, finally, the countermeasures were proposed, namely, increasing the financial support for agriculture, perfecting the increase mechanism of fund support for agriculture; perfecting the propagandist ways of policies of financial support for agriculture, building the good work atmosphere; simplifying subsidy program, perfecting the usage of "a universal passbook"; optimizing financial expenditure structure, boosting fund integration support for agriculture; intensifying agricultural fund supervision, improving capital efficiency, using the successful experience of other cities in North Jiangsu, improving policies implementation efficiency.%阐述了淮安市财政支农现状,分析了淮安市财政支农政策实施中存在的问题,并提出对策:进一步加大财政支农力度,健全支农资金增长机制；完善支农政策宣传方式,营造良好工作氛围；简化补贴发放程序,完善“一折通”使用方法；优化财政支出结构,推进财政支农资金整合；加强涉农资金监管,提高资金使用效益；借鉴江苏省北部其他城市成功经验,提高政策实施效率.
