基本公共卫生服务均等化国际比较

摘要

通过界定基本公共卫生服务的内涵，并借鉴相关学者的研究成果，构建了衡量基本公共卫生服务均等化的指标体系。基于层次分析法确定各指标的权重，然后运用变异系数法对“工业七国”和“金砖五国”的基本公共卫生服务均等化水平进行实证分析。通过研究发现，工业七国间的均等化程度不存在特别明显的差异，且远高于金砖五国。金砖五国除了均等化程度总体较低外，且各国间存在较大的差异。%By defining the connotation of basic public equalization and referring to the existing research ,the paper tries to construct a complete evaluation index system of the basic public equalization.On the basis of Analytic Hierarchy Process (AHP),we determine the weight of each index,then use the coefficient of variance method to empirically analyze between Industrial Countries and the BRICS Countries. The study shows that it’s no significant differences between industrial Countries on equalization,and far higher than that of the BRICS Countries. There is big difference between the BRICS Countries on equalization besides the degree is low.
