Optimization and upgrading of the endowment structure promote dynamic comparative advantage ,thus contributing to regional economic development. Empirical analysis consists of three parts: First,changes in the structure of the elements,the organic composition of capital and labor movements;the second is analysis of revealed comparative advantage index variation;third,the impact of labor and capital factor of dynamic comparative advantage. Enhance the organic composition of capital el?ements and stimulate labor,capital and technology flows to capital and technology-intensive industries as well as IT-inten?sive to optimize the industrial structure.
