水利水电工程建设项目水资源论证框架及实例分析

摘要

Water resources assessment is the important content for construction project application ,water per-mit application and approval,and the key measures for furthering water license management.In order to strengthen the basin water resources management in Shiliang river ,and promote the water resources utilization efficient and protection effectively ,the detail analysis of Tuanshan reservoir water resource has been carried out by analyzing the water resources argumentation scope ,the regional water resources development and uti-lization condition,the water extraction rationality,the water proof reliability,the water extraction impact analy-sis and the water resource protection;the assessment results show that the water runoff ,quality and the water intake location can meet the water using ,which can ensure the reliability and feasibility for water intake and utilization of the construction project.%水资源论证是建设项目立项和取水许可申请、审批等环节的重要内容，是深化区域水资源管理制度的重要举措。为加强石梁河流域水资源管理，促使水资源高效利用和有效保护，从水资源分析论证范围、区域水资源状况及其开发利用分析、取用水合理性分析、取水水源论证、取退水影响分析、水资源保护等方面，对团山水库工程水资源关键内容进行了详细论证分析。论证结果表明：水库来水量、水源水质、取水口布置等能够满足用水需求，取退水不会对生态环境和第三者产生较大影响，工程取用水具有较高的可靠性和可行性。
