环境管理引导型政府职能模式分析--以江苏省化工园区为例

摘要

The paper points out that the chemical industrial park is the key target of environmental management by the government. The environmental management of the chemical industrial park should be guided in terms of planning environmental impact assessment,industry development direction,infrastructure construction,and environmental security and risk prevention, in strict accordance with laws,legal regulations and regulatory documents of the state and province,to reinforce environmental management of the chemical industrial park,and guarantee people’s health and environmental security. The guiding government functional mode is subject to limitation in light of social support , physical resources and management level. This is related to the nature of the chemical industrial park ,as well as the current management level of the government. The governmental needs to strengthen the efforts by enhancing public participation,facilitating information publication,optimizing the infrastructure,and elevating the management level, towards the goal of building an ecological chemical industrial park ,implementing the philosophy of circulating and low-carbon economy,posing a more positive stance in protecting the ecology and endeavoring for ushering in a new era of ecological standard with socialistic earmarks.%文章指出，化工园区环境管理需要从规划环境影响评价、产业发展方向、基础设施建设以及环境安全与风险防范等方面进行引导，严格按照国家和省的各项法律法规、文件规范要求，加强化工园区环境管理，保障人民的健康和环境安全。引导型政府职能模式在化工园区环境的管理上存在着3个方面的局限性：社会支持有限、物质资源有限、管理水平有限，这与化工园区的自身特点有关，也与政府的管理水平现状有关。政府需要从加强公众参与、促进信息公开、优化基础设施、提高管理水平上进行改善，以建设生态型的化工园区为目标，贯彻循环经济和低碳经济的理念，更加积极地保护生态，努力走向社会主义生态文明新时代。
