As the reform of the present medical service system in China is moving on in depth, at the time when the market-oriented mechanism has introduced in the field of medical service, the problems of how to ensure the equity and accessibility of medical service and how to better meet the medical needs of the people and realize the social justice become the key and difficult issues of the ongoing reform. By identifying the particularity of the medical service market and the chasacteristics of common weal nature and welfare nature of the medical service products, the paper analyzed the significance and functions of setting up a public medical service system.
