基于三力突变模型的高技术产业升级能力研究--以粤、沪、鲁、浙、苏五省市为例

     

摘要

粤、沪、鲁、浙、苏五省市是我国中东部地区高技术产业聚集地。近年来,五省市高技术产业均取得了快速发展,但不同省市高技术产业的发展路径、发展环境与产业升级现状存在较大差异。从产业升级投入能力、产业升级产出能力和升级环境支撑能力三个维度可构建高技术产业升级评价三力模型及指标体系,并选取中东部地区十五省市,以这些地区的大中型高技术企业作为研究对象,对其产业升级能力进行定量研究与分类。结果表明,某一地区高技术产业的升级能力与其产业资源整体投入水平密切相关,而良好的区位优势和繁荣的资本市场能够明显地改善产业升级环境;从政府角度看,经济发达地区可减少政府过多的直接投入而增强直接采购的力度,经济相对落后地区应加强政府对本土高技术企业的直接投入和政策扶持,扩大外资的吸引力度,推动地区高技术产业发展与升级。%In recent years,the center of high-tech industry in mid-eastern China including Guang-dong province,Shandong province,Zhejiang province,Jiangsu province and Shanghai city enjoy a rapid development.However,there is very great difference in the development path,development environment and the current situation of high-tech industry upgrading among the five coastal provinces.Industrial up-grading capacity evaluation model as well as the index system of high-tech industry can be established from three dimensions which includes the input,output and environment support capability.Then,by se-lecting 15 provinces in mid-eastern China,taking large and middle high-tech enterprises as the research object in these areas,meanwhile,we can carry out quantitative study with classification on whole indus-trial upgrading capacity.The results show that:the industrial upgrading capacity of one area is closely re-lated to industrial resources input in this area,and favorable regional advantage as well as prosperous capital market will obviously promote the industrial upgrading environment;from the perspective of gov-ernment,economically developed areas should decrease too much direct investment from government,and enhance the direct procurement of government. However, economically undeveloped areas should strengthen the direct investment level with industrial policy support of government to local high-tech enter-prises,on the basis of that,enlarging the policies’attractiveness to foreign capital,and finally advancing high-tech industry upgrading in these areas.
