Technical standard reflects national scientific and technological progress. Technical standard of Hydraulic and hydroelectric engineering is quite complete in China. But owing to the reformation of electrical power system and government control,the technical standard has been divided into hydraulic engineering standard(SL)and hydroelectric engineering standard(DL),which causes both lack of coordination. This division not only doesn’t fit Chinese status in hydraulic and hydroelectric filed and the requirement of joining WTO,but also has direct impact on“go out”strategy of hydraulic and hydroelectric engineering. In order to achieve the interconnection between hydraulic engineering and hydroelectric engineering, the integration of various hydraulic and hydroelectric engineering standards should begin with top-level designing and then continuously deepen the reform,at the same time,establish a system free from government control and professional bounds. Hydraulic and hydroelectric engineering should merge departments lacking of coordination,just like the conformity of the coast guard and the combination of CSR and CNR,so as to accomplish sustainable and harmony development and maintain national right. If this goal could be accomplished,it would make a magnificent practical significance and far-reaching significance.%技术标准是一个国家科技进步的具体体现。中国的水利水电工程技术标准虽然较齐全，但由于电力体制的改革以及标准归属的政府行为，被分为水利SL和电力DL行业标准，导致了水利水电工程标准分割的各自为政局面，没有形成合力，与中国水利水电大国的地位和加入WTO的要求极不相符，直接关系水利水电“走出去”战略海外市场的开发。水利水电工程标准的统一要从顶层设计入手，不断深化改革，建立政府行为退出机制，摒弃行业束缚，尽快实现水利水电工程标准的互联互通。要像中国海警合并、南车北车合并一样，把原来各自为政的部门合并为一个，形成可持续发展、和谐发展和维护国家主权利益的合力，将具有极其重要的现实意义和深远意义。
