加强黔西南州烤烟种植保险的必要性和对策

摘要

近年来受到灾害影响，黔西南州烤烟屡屡减产甚至绝收，烟农的生产积极性难以提振。针对黔西南州烤烟种植保险工作中存在的承保公司积极性不高、保险理赔队伍匮乏、烟农风险意识淡薄等问题，提出了加大财政扶持、加快队伍建设、规范工作机制、主动防灾减灾、改善投保方式等相应的对策和建议。%In recent years, the tobacco yield in Southwest Guizhou reduced frequently even complete lost in harvest because of various disasters, thus the producing activity of tobacco farmers can not be enhanced easily. According to the problems existed in the tobacco planting insurance in southwest Guizhou, such as low activity in insurer, lack of insurance claims team, weak consciousness in insurance of tobacco farmers, and so on, the corresponding strategies and suggestions were put forward, including increasing ifnance support, accelerating team building, standardizing working mechanism, preventing and reducing disasters initiatively, improving insurance process,etc..
