构建城乡一体化的基本养老保险制度的探究

摘要

To establish a unified system of basic pension insurance system for urban and rural residents and make all the people enjoy the basic pension security, is the necessary requirements of China's economic development and promotion of the construction of"four modernizations", which will not only be helpful promoting the population longitudinal flow and enhancing the social security, also is helpful for good expectation of the improvement of the people's wellbeing. It also has great significance for stimulating consumption, encouraging innovation entrepreneurship, narrowing the gap between urban and rural, elevating the social contradiction and maintaining the social fairness. This paper covers the present situation of the pension insurance of the ur-ban residents and the rural endowment insurance, as well as the problems existed in them. It also indicates the great significance of construction the basic pension insurance system of urban-rural integration, and puts forward the corresponding suggestion on construction of urban-rural integration of the basic endowment insurance system.%建立统一的城乡居民基本养老保险制度，使全体人民享有基本养老保障，是我国经济发展的必然要求和推进“新四化”建设的需要，这既有利于促进人口纵向流动、增强社会安全感，也有利于群众对民生的改善有稳定的预期，对于拉动消费、鼓励创新创业，缩小城乡差距，缓和社会矛盾，维护社会公平意义重大。本文试图对城镇居民养老保险和农村养老保险的现状加以概括，以及城镇居民养老保险和农村养老保险存在的问题，同时指出构建城乡一体化的基本养老保险制度的重要意义，并提出相应的构建城乡一体化的基本养老保险制度的建议。
