The high welfare policies of European welfare states have always been a remarkable symbol of European social welfare .The high European welfare system itself has some limitations, its structural problems are increasingly prominent .With the further development of economic globalization, capitals of various countries begin to flow outward, domestic unemployment rate is increasing significantly, the groups that the government have to supply are expanding gradually, financial burdens become heavier and heavier which then lead to a vicious cycle,the country deeply traps in the irresistible mire of welfare crisis .There are also a lot of problems in Chinese traditional social welfare system , welfare reform is imperative .The reform of our country can be based on the experience of the European social welfare reform such as:weakening the role of government in the social welfare system, increasing income and reducing outcome and trying to carry out workfare system ,Improving the national social welfare system strengthening the construction of legal system in the aspect of social welfare, etc.%欧洲福利国家的高福利政策一直是欧洲社会福利的显著标志。欧洲高福利制度本身具有一定的局限性，其结构性问题日益突出。随着经济全球化的深入发展，各国的资金开始向外流动，国内失业率明显增加，政府需要供给的群体规模逐步扩大，财政负担加重从而恶性循环，深陷福利危机的泥沼无法自拔。中国传统的社会福利制度也有很多的问题，福利改革势在必行。我国的改革可以借鉴欧洲社会福利制度改革的经验如：弱化政府在社会福利制度中的作用、增收节支、尝试推行工作福利制度、完善国家社会福利体系、加强社会福利方面的法制建设等。
