摘要

战略目标预测与政策、对策是发展战略研究的两个基本环节，两者之间是相互依存、相互制约的。预测是对策研究的依据和修正对策的基本手段；反过来，对策的实施又是进行再预测的根据。对策研究是一个艰苦的思维过程，只有依靠在思维中严密模拟对策的实施过程，并对其可能效果进行动态分析，才能最终形成切实可行的科学对策。%Strategies good forecarring polily and tactics and two keylinks,in the study of developing strategies,the two factors are mutually dependant and constrained.Conversely the conduct of facts again provides basis for the further fore causerie.The study of strategy is as tady process of thought;only process of the realization of the faceless has been mimed deliberately in course of thinking.
