电网建设项目经济效益后评价方法研究

摘要

Economic benefit evaluation is an important component of power grid construction proj⁃ect post-evaluation. Since social benefits of projects are not estimated in financial evaluation, bene⁃fit-cost analysis should be applied. Models for the benefits of the related grid and the costs of the individual project are proposed. Then the ratio of annual values of benefits and costs can be at⁃tained and economic evaluation can be completed accordingly. The proposed method can not only support power grid construction project post-evaluation technically for state grid Hubei electric pow⁃er company , but also provide references for other provinces.%经济效益评价是电网建设项目后评价的重要方面。财务评价不能反映项目的社会效益，本文提出了相关电网的效益计算模型和单个项目的费用计算模型，通过效益费用年值比对电网建设项目进行评价。该方法不仅为国网湖北省电力公司开展后评价工作提供了科技支撑，也为其他省市提供了方法学的借鉴。
