Coping with non-traditional security threats and executing non-war military operations is not only an important manifestation of the expansion of military functions and tasks in the new era but an inevitable choice for maintaining national strategic security. This article summarized the characteristics of the legal system for the execution of non-war military operations in the developed countries by reviewing those in the United States, Russia, Japan and other countries, including early start, distinctive features, and perspectiveness. It also proposed suggestions for improving the legal security system for diversified military missions in China, in order to adapt the army to the expansion of military missions under the conditions of informationization.%应对非传统安全威胁,执行非战争军事行动任务,是新时期军队职能任务拓展的重要体现,也是维护国家战略安全的必然选择.结合美国、俄罗斯、日本等国军队遂行非战争军事行动立法起步较早、特色鲜明、前瞻性强的特点,探讨外军遂行非战争军事行动法律保障特点,并就我军适应信息化条件下军队使命任务拓展的需求,为完善多样化军事任务的法律保障体系提供思路.
