In order to have a better understanding of the present situation of low carbon economy of Dezhou, analyze its successful experiences, and finally explore a model that is universally applicable to the development of low-carbon economy in small and medium-sized cities , this paper investigates and analyzes of the successful low-carbon economy of Dezhou from the aspects of the low-carbon awareness of the rural and urban residents of Dezhou, low-carbon technologies and their popularization and application and the new energy projects, macro-policies, etc. Base on the study, we establish the "four-wheel-drive circular dynamic model" for the development of the low-carbon economy of Dezhou. summarize the Dezhou mode and put forward suggestions for how to realize the low-carbon development of small and medium-sized cities.%为了解德州市低碳经济发展现状,分析其成功经验,探究我国中小型城市低碳经济发展的普适模式,从德州市城乡居民的低碳意识、低碳科技推广应用和新能源工程、宏观政策等方面对德州低碳经济成功范例展开调查分析.在此基础上建立了德州市发展低碳经济的“四驱循环动力模型”,最后对德州模式进行了总结说明,并对中小型城市如何实现低碳发展提出了针对性建议.
