江苏省城市土地利用效率评价

摘要

In this paper,based on the urban land use input and output indicators,we studies the urban land use efficiency in Henan province by using Super Efficiency SBM model and Malmquist model.The study suggests that the overall change in Jiangsu province shows a shape of the "concave" curve.From the perspective of spatial patterns,the characteristics of distribution of "large distribution-small concentration" have been shown among the cities of effective land usage,cities of weak land usage and cities that do not have effective land usage.And problems concerning the unbalanced distribution of land use efficiency are serious.For cities having effective land use efficiency,it is better to maintain the current land policy and just carry out some fine tuning.For cities having weak land use efficiency,it is better to combine the urban environments with local characteristics.And for cities that cannot effectively make use of their land,it is better to establish development goals according to their land use efficiency.At the same time,the specific policies shall be formulated based on long-term development,as results cannot be expected overnight.%基于城市土地利用的投入、产出指标,采用超效率SBM模型和Malmquist模型,通过对江苏省整体以及35个县市的城市土地利用效率进行研究.认为:江苏省土地利用效率年际变化整体大致呈“凹”字形曲线;空间格局方面,土地利用有效、弱有效与非有效城市已呈现出“大集中—小分散”的分异特征,效率分布非均衡状发展态势已较为突出.对于土地利用有效城市,土地政策导向是保持现在的状态进行发展,并进行微调;对于土地利用弱有效城市应结合各个城市的特点进行相应调整;对于土地利用非有效城市,根据效率改善潜力表格制定发展目标,同时在制定具体的政策时应该着眼长远,不能期望一蹴而就.
