哈尔滨市饮用水源地磨盘山水库库区污染源综合防治

摘要

Mopanshan reservoir is the only water source of Harbin.It is located in the working circle of Shanhetun Forestry Bureau, Wuchang.In recent years, the protection of Mopanshan reservoir drinking water source has attached great concern, in order to protect the drinking water safety of 4 million residents of Harbin, provincial Party committee, provincial government, municipal Party committee, municipal government and Provincial Forestry Administration have taken a series of effective measures and put huge human and material resources to ensure environment safety of water source.A series of measures have greatly improved the ecological environment of Mopanshan water source, however, there are still some problems in the field research.The comprehensive prevention and control of pollution sources in Mopanshan reservoir area in Harbin was put forward, and the measures were put forward such as protecting source according to law, setting up special cases, tackling the root causes and eliminating hidden dangers, etc.To make efforts to conduct protection according to law, make scientific planning, implement construction of ecological system, so that the residents of Harbin can drink high-quality and safe water.%磨盘山水库是哈尔滨市唯一的水源地,位于哈尔滨市五常市境内,山河屯林业局施业区.近年来,磨盘山水库饮用水水源地保护问题备受关注,省委、省政府和市委、市政府以及省森工总局为了保障哈尔滨城市400万居民饮用水安全,对磨盘山水库建设工作高度重视,采取了一系列行之有效的措施,投入巨大的人力、物力,确保水源地环境安全.一系列举措使磨盘山水源地的生态坏境大为改观,但在实地调研中,仍发现一些问题.基于此,深入探讨哈尔滨市饮用水源地磨盘山水库库区污染源的综合防治,提出了依法护源、设立专项、标本兼治、排除隐患等措施,以调动一切积极力量整合资源、统一指挥,对磨盘山水源地依法保护,科学规划,大力实施生态系统工程建设,让哈尔滨市民喝上高品质水、放心水.
