In the light of Lhasa urban overall plan and external conditions involved in relevant special planning,thinks that the scheme of heating engineering plan construction should adopt the implementation principle of step-by-step and zone-by-zone,consider the factors like city development,energy structure and price protection mechanism,etc,and make timely use of the policy and internal demand,guided by the plan for speedier heating engineering construction in Lhasa.%结合拉萨市城市总体规划以及相关能源专项规划所涉及的外部条件,认为供暖工程规划建设方案应采取分步、分区实施的原则,统筹考虑城市发展、能源结构以及价格保障机制等因素,以政策为契机,以规划为指导,以内在需求为动力,加快拉萨市城市供暖工程建设.
