儿童健康保险政策的国际经验及启示

摘要

The children's health insurance policies in Netherlands, the United States, Vietnam and Germany have been reviewed from the aspects of insurance plan, coverage, financing mechanism, effectiveness and existing problems. And this paper summarized the implications to Children's Health Insurance in China, including firstly taking into account the coverage of low-aged children in poor families, making the corre-sponding laws, clearly implementing the corresponding responsibilities, taking measures such as family protection to realize compulsory insur-ance participation, and taking the government investment as the main method with appropriate individual payment.%从保险计划、覆盖范围、筹资机制、成效及存在的问题等方面梳理了荷兰、美国、越南和德国4个国家的儿童健康保险政策,总结对我国儿童健康保险政策的启示,主要包括:儿童健康保险应首先考虑覆盖低年龄的贫困家庭儿童;应制定相应的法律,明确落实相应责任;可采取家庭联保等措施实现强制参保;以政府投入为主,可适当引入个人支付.
