Power dispatching fairness is the basic requirement of power dispatching and a important guarantee of implementation in power market reform. With the development of power market reform in our country, the requirement of scheduling fairness is increasing. The development of power dispatching fairness evaluation index system is reviewed in this paper. The calculation method, evaluation principle and implementation process of the evaluation index of power generation rate of power plant are introduced emphatically. New requirements of power market reform is put forward based on the current development of power market reform. The principle of scheduling fairness is formulated, including the integrity of the system, easy access to data and objective evaluation. Amultidimensional index system including security checking, power service and auxiliary services is proposed by the introduction of the concept of multidimensional analysis theory. Finally, corresponding policy suggestions for the development of power dispatching fairness is discussed. It is suggested to strengthen the research on the evaluation of dispatching equity based on standard formulation, auxiliary service market and spot market.%调度公平性是电力调度的基本要求,也是电力市场改革顺利实施的重要保证.随着我国市场化改革的不断深化,调度公平性的要求日益提高.文章回顾了我国调度公平性评价指标体系的发展历程,重点介绍了发电厂电量完成率评价指标的计算方法、评价原理和实施流程,结合我国电力市场改革现状,分析了当前市场化改革对调度公平性评价提出的新要求.从体系完整、数据易获取、评价内容客观三个方面出发制定了调度公平性评价原则,在此基础上,引入多维分析理念从安全校核分析、电能服务和辅助服务三个方面出发构建了市场化下调度公平性评价指标体系.最后展望了市场化改革下调度公平性评价所需要进一步深化的主要工作,建议从标准制定、辅助服务市场、现货市场等内容出发加强调度公平性评价的研究.
