逃避“利维坦”——试论政府不能成为独立于人民的利益主体

People is the real subject, the goal but not the means. Government is formed by people for their survival and development. As an instrument serving the people, government has not and should not have any interests separated from the people. It should plays the role of safeguarding national security, social peace and tranquility and ensure the people to become rich through hard work. It is the preconditions for a sound development that the government and the people have common interests. Therefore, it is a must for the modem government to avoid ＂evil curse of Leviathan＂ .%人是真正的主体，是目的而非手段，人为了生存和发展而联合并建立秩序，由此产生了政府。政府作为人民信约即权利转让的结果是服务人民的工具，它没有也不应有独立于人民利益之外的利益，它的功能是保障国家安全、维护社会的和平与安宁、保障人民通过合法的劳动致富。政府与人民利益一致是一个社会健康发展的前提，现代政府要努力逃避“利维坦魔咒”。
