工程建设现场HSE监督管理措施初探

摘要

目前,全国的千万吨炼油及百万吨乙烯新改扩工程全面启动并且进入决战时期,为努力实现＂零事故、零伤害、零环境污染＂的HSE目标,不断完善工程建设现场的HSE监督管理措施：严格落实现场HSE风险管理、作业许可和应急响应,加强评估和诊断咨询。对HSE监督结果实施正向激励机制和严厉处罚方式,保证现场HSE管理实现总体受控。%At present,the 10 million tons refinery around our country and the million tons new expanding project at YiXi have started and already have gone into the critical period,so as to achieve the HSE goal of ＂zero accident,zero injury,zero pollution＂,to modify the HSE supervising measures as well.The HSE risk management,worked permitting and emergency response should be strict.The assessment and diagnosis of consultation should be enhanced.The positive incentives and severe punishment on the result of HSE supervision should be taken to realize the overall controlled.
