广东三防预警信息发布平台的设计与应用

摘要

针对广东省基层三防机构、人员落实不到位，应对台风暴雨洪涝灾害能力较弱等突出问题，通过利用移动互联网、地理信息、短信发送、语音外呼等技术构建统一平台，以集中式部署的方式开展预警信息发布平台建设，实现省、市、县、镇、村五级三防部门的责任人和预案管理、预警信息发布、语音外呼等功能，提高乡镇三防部门灾害应急响应和协调处置能力。%Grassroots institutions and personnels of control of flood, wind&drought in Guangdong Province are not in place, their ability to respond to the typhoon storm flood disaster is weak.Base on technology of mobile internet, geographic information, short message sending, phonetic outbound, the Early Warning Information Release Platform adopts centralized deployment and it achieves province, city, county, town, village five level control of flood, wind&drought departments responsible person and plan manage-ment, early warning information release, phonetic outbound etc.Disaster emergency response and coordination disposal capacity of control of flood, wind&drought of villages and towns can be enhanced by this platform.
