高速公路BOT项目投资外部风险及对策

摘要

高速公路的建设和发展是国家经济发展水平的风向标,我国高速公路发展已从起步建设阶段步入快速发展阶段。根据现有投资体制,大部分高速公路新建项目仍将采用BOT模式,需要通过明确企业作为项目投资主体负责高速公路BOT项目的建设、经营和管养。高速公路作为重大基础设施有其特殊性,有必要对其投资风险、特别是不完全受控的外部风险进行分析研究,更好地保障高速公路建设目标顺利实现。结合前人研究成果,对高速公路投资风险作进一步分析研究,为高速公路投资者和管理单位提供有益的借鉴。%The construction and development of expressway has become the indicator of national economic development level.The expressway construction in China has entered rapid development stage.According to the existing investment system,most of the expressway projects adopt BOT,which will continue to be adopted by specific enterprises for investment in the construction,operation and maintenance of expressways.As a kind of major infrastructure,expressway project has its particularity,it＇s necessary to analyze the investment risk,especially the external risk which cannot totally controlled,in order to better guarantee smooth accomplishment of expressway construction target.Therefore,based on the old study results,further analysis and study on the investment risk have been carried out,which could be used as reference for expressway investment and management.
