输配电价改革对广州电网规划的影响及应对策略

摘要

对最新输配电价改革方案进行解读,从电网规划思路、规划投资安排、规划工作开展等方面,对比分析了实行独立核算的输配电价机制对广州电网规划的影响.在前期政策研究、规划思路调整、电网资产效率引导及与政府的沟通协作等方面,探讨并提出了电网企业在新电价机制下开展电网规划工作的应对策略.%This paper reviews the newest transmission-distribution price reform scheme,compares and analyzes influence of implementing independent accounting transmission-distribution price mechanism on Guangzhou power grid planning in as-pects of power grid planning ideas,planning investment arrangement,planning work,and so on. It also discusses counter-measures for power grid enterprises carrying out power grid planning work under new electricity price mechanism in aspects of policy research in earlier stage,planning idea adjustment,power grid asset efficiency guide,communication and coopera-tion with government,and so on.
