This paper discusses how to design land use planning system database of county level using GIS technology and spatial data -base technology , through expounding research goal and significance of the land planning system , researching and designing for the sys-tem.%通过对土地规划系统研究目的与意义的阐述、系统的研究与设计，探讨了用GIS技术、空间数据库技术来设计县（市）级土地利用规划系统数据库。
