1 Introduction The facility location and capacity acquisition problem(LCAP)is essential to real-world applications,e.g.,the cloudlet placement for mobile edge computing[1]and automotive service firms locating[2],which mainly involves the issues of where to build facilities,how much capacity to acquire,and which parts of the market region each facility should serve.
