产业政策环境适应能力的影响因素及现状分析

在分析企业对产业政策环境适应能力的构成及影响因素基础上,以长株潭地区的159位企业管理人员为调查对象,调查分析了“产业政策环境意识”、“机构、制度与机制”、“文化与价值观”、“沟通渠道与能力”、“行业及企业特征”等五类因素对企业环境适应能力的影响,以及企业在这五个方面的现状水平.研究结果表明这五项因素对产业政策环境的适应能力都有较大影响,但影响程度存在差异,其中“行业及企业特征”,即:企业所在行业的竞争性、自主经营的独立性以及企业技术研发能力是影响企业对产业政策环境适应能力的首要因素,其他各影响因素重要性从大到小依次为:“文化与价值观”、“沟通渠道与能力”、“产业政策意识”、“机构、制度与机制”.从总体上看,企业在这五个方面的实际现状水平不容乐观,“实际现状水平”的评价明显落后于其“重要性”的评价,其中“机构、制度与机制”,即:企业在组织结构、产业研究激励机制及相关人员机构配置等方面的现状水平最不理想.据此提出了提升企业对产业政策环境适应能力的政策建议.%Based on the analysis of components and influencing factors of industrial policy environmental adaptability, this paper takes 159 senior managers in Changsha-Zhuzhou-Xiangtan area as research object to study and analyze five factors that influence enterprise environmental adaptability, such as consciousness of industrial policy environmental, organization and system mechanism, enterprise culture and value, channels and ability of communicating, characteristics of industry and enterprise. And current situation of enterprises in these five aspects is investigated. The research results show that the five factors have great effects on industrial policy environmental adaptability, but the degree of infuence are different. Characteristics of industry and enterprise, namely industrial competitiveness, independence of management and technological research and development ability, are the most important factors influencing industrial policy environmental adaptability. Other factors from important to less important are enterprise culture andvalue, channels and ability of communicating, consciousness of industrial policy, environmental and organization and system mechanism. However the actual situation of enterprises in the five aspects are not optimistic as a whole. The evaluation of actual situation obviously fall behind that of importance. Organization and system mechanism, namely organization structure, incentive mechanism and allocation of staff and organization, are the least optimistic. According to the survey, some suggestions about how to improve the ability to adapt to industrial policy environment are put forward.
