我国创业投资引导基金的制度供给、运行偏差及制度改进

摘要

作为公共财政引导民间资金扶持创业投资、支持创新创业的一种制度安排,中国的创业投资引导基金在制度供给上带有明显的政府主导下的制度移植特征.为了服务于当前各地蓬勃兴起的引导基金更好地实现制度目标,针对存在的偏离“政府引导、市场运作”原则的不规范运作问题,围绕制度设计、制度执行以及制度环境等剖析了原因,提供了一系列的制度改进建议.%As an institution of public finance to influence private capital to support enterprise innovation and entrepreneurship, the transplantation and imitation characterize the institutional supply process of venture capital fund of fund ( abbr. VCFOF) in china. This institutional arrangement which is controlled by the government caused that the VCFOFs flourish in many areas, meanwhile some phenomena obviously deviate the VCFOF implementation principles. Considering the defects and deviations in the design, the implementation and the exterior circumstance of VCFOF institutions, the paper gives the detailed reasons of the exit of VCFOF functional faults, then provids some improvement suggestions to fulfill the anticipated institutional goals.
