关于中国基础研究经费强度的几点思考

摘要

It is a hot topic about whether the basic research expenditure of China is appropriate.It is difficult to make the international comparison for lack of reasonable criteria.This paper puts forward a new international comparison criterion based on per capita GDP (PPP Dollars-Current prices),and concludes that basic research intensity of China should reach 12％ ～ 14％ by 2020.And some suggestions to promote the basic research intensity are given.%中国基础研究经费强度是否合理是当前学术界和政策制定者热议的问题之一.目前,对这一问题的讨论缺少科学的判断基准.本文认为,将基于购买力平价的人均GDP作为国际比较的基准相对合理,并以此为基准,通过与美国、日本等发达国家进行比较,提出到2020年,中国基础研究经费强度应达到12％ ～ 14％,并提出了提高基础研究经费强度的几点建议.
