石油化工火灾事故救援应急通信探讨

         

摘要

Disposal of the petrochemical fire often features large number of fighting force and command level,long-lasting fighting time,frequent adjustment of firefighting positions,the signal of the public communication network and first-tier wireless fire communication network is weak,and it's difficult to guarantee communication.Therefore,combined with the practice of firefighting personnel and the existing communication equipment,based on the process of firefighting and rescue,the method and tactics for ensuring communication were proposed from aspects as dispatching,onthe-way communication,on-site communication organization and withdrawing,in order to improve the guarantee capacity of fire emergency communication.And then,the method was applied in firefighting drill in DalianJinyuanPetrochemical Corporation.%石油化工火灾处置中往往存在参战力量多、指挥层级多、作战时间长、力量(阵地)调整频繁等特点,现场公众通信网、消防无线通信一级网信号覆盖弱,通信保障困难.结合消防部队现有通信人员、装备实际,基于灭火救援作战流程,从接警调度、途中通信、现场通信组织及撤收归建等方面提出通信保障的方法和对策,以提高石油化工火灾事故应急通信保障能力,并以大连石化演练为例进行了验证.
