从节能服务企业行业的发展特点、融资结构和重点融资单位的认知情况、融资产品等方面分析节能服务行业融资现状，通过大量实地调研及政府相关部门走访，从合同能源管理的三个利益主体出发，分析了造成融资难的本质性原因。根据实地调研分析及综合文献资料得出结论，提出了应当建立完善的金融支持体系来解决合同管理融资难的问题，并就该体系的各个构成部分应如何发展给予了政策建议，为解决我国节能服务行业融资问题提供一定的指导意义。% This paper analyzed the financing present condition of energy saving service industry from all aspects by paying attention to its development features, financing structures and cognition condition of key financing units and financing products. Through the amount of spot investigations and visiting the relevant government department, the author analyzed the essential reasons of difficult financing from the 3 interest subjects of energy contract management. According to the spot investigations analysis and comprehensive literature review, the paper made a conclusion that we should build a sound financial support system to solve the problems of contract managing difficult financing, and the author gave some political suggestions about how to develop the each constituent part of this system which providing a meaningful thing to the solution of energy saving service industry in China.
