Responding to increasing public demand for participation in environmental protection, recent years have witnessed a transform from government-dominated environmental regulation to multi-stakeholders-involved environmental governance in China. This transform requires innovations of the existing institutional arrangements so that new institutional space can be created for the participation of the non-governmental actors. This article investigates the roles of the "Two Lake One Reservoir" environmental foundation of Guiyang in raising local environmental awareness, enabling the participation of NGOs, supporting environmental litigations and institutionalizing the selection procedure of projects. Guiyang's experiences with this GONGO may inspire many others who aim to break through the bottlenecks in environmental governance.%随着公众参与环境保护程度的深入,我国环境治理也逐渐从政府主管向多元共治转型.因此,如何变革现有的“单中心”环境治理格局,建构“多中心”、多角色互动与合作的决策与参与机制成为现阶段我国环境管理工作面临的难题.贵阳市“两湖一库”基金会以其独特的人事安排、组织结构及项目筛选方式推动公众参与环保的进程,并通过开展环境教育、与草根NGO合作、资助环保公益诉讼、面向全社会资助项目等方式,使“两湖一库”地区的环境共治模式初显雏形.其实践经验启示我们在未来环境治理中,可通过合理的制度设计和安排,充分地利用我国现有的各种类型的GONGO的平台及资金优势,推动我国环保事业的整体发展.
