突发环境污染事件对刑事侦查效率的影响分析研究

摘要

The rapid growth of social economy and the increasing density of population and the types of environmental risk sources have resulted in frequent incidents of environmental pollution. In order to deal with the accident quickly and effectively and to speed up the efficiency of criminal investigation,this paper analyzes the impact of sudden environmental pollution incidents on the efficiency of criminal investigation. Based on the occurrence regularity and trend change during 2010-2016, it analyzes the causes and characteristics of sudden environmental pollution incidents,puts forward countermeasures to the prevention,system construction,accountability of environmental pollution incidents.%社会经济的快速增长与人口的密集度、环境风险源类型的逐渐增加,导致突发环境污染事件频发.为能快速有效地对事故进行应急处理,加快刑事侦查效率,针对突发环境污染事件对刑事侦查效率的影响进行分析.通过对2010年-2016年发生的规律以及危害变化的趋势进行揭示,对突发环境污染事件产生的原因与特征进行分析,提出对预防突发环境污染事件的体系构建、有效环境问责制的建立、加强突发事件信息的公开与环境污染责任险制度的建立等四方面应对措施.
