简述了环卫服务基本特征及当前民营化路径,分析了在环卫服务民营化过程中存在的服务公共责任缺失、政府监管低效和契约失灵、私人垄断和寻租腐败等问题；提出应加强法律法规建设,转变政府职能,注重责任与公平,建立以成本核算为基础的定价系统,探索垃圾收费的有效机制,构建多元化的环卫服务网络,构建和完善多元主体的监营架构等建议,以推进环卫服务民营化发展.%The basic characteristics of environmental sanitation service and its privatization route were sketched. The existing problems in privatization of environmental sanitation service were analyzed, such as absence of service public responsibility, inefficiency of governmental supervision and contract, personal monopoly and rent corruption. Some suggestions were put forward to promote privatization development of environmental sanitation service, including reinforcing laws and regulations construction, transforming government functions, emphasizing responsibility and fairness, building pricing system on the basis of cost accounting, exploring effective mechanism for waste charges, structuring diversified environmental sanitation service network, structuring and improving supervision framework of mulri—bodies.
