部分省级土壤污染防治行动方案的对比分析与思考

摘要

In this article, the typical provincial soil pollution prevention action plans issued by 15 provinces (autonomous region, municipality) were selected as the analytic targets. Relevant contents were compared and analyzed from the aspects of frame structure, target indicator, key industry for regulating, prevention and control of heavy metal related industry, management system, technical system, risk prevention and control, recovery and remediation, "Early and Pilot Implementation" area construction, and industry standardization. Then, features and highlights of the plans were elucidated so as to have a better acknowledgement and understanding of the national and provincial soil pollution prevention work.%文章选取15个典型省(区、市)发布的省级土壤污染防治行动方案为分析对象,从框架结构、目标指标、重点监管行业、涉重行业防控、管理体系、技术体系、风险防控、治理修复、先行区建设、产业规范等10个方面,对15省行动计划相关内容进行对比分析.通过对比,重点阐释各省土壤污染防治行动计划的特点和亮点性内容,以期对国家和各省土壤污染防治工作能有更好的认识和理解.
