洞庭湖生态经济区生态补偿需求研究

摘要

通过对洞庭湖生态经济区的调查研究，从退耕还林、生态公益林保护、水土保持、生态保护区保护以及水环境保护治理设施投入成本等方面，对洞庭湖生态经济区2014年生态补偿需求进行了核算。结果显示生态环境保护费用约为166�72亿元，其中森林保护成本约为6�99亿元、水土保持成本约为1�29亿元、生态保护区保护46�48亿元、水环境保护治理成本约为33�1亿元、发展机会成本损失约为78�86亿元。最后，结合当前洞庭湖生态经济区生态补偿需求，从补偿资金使用、补偿阶段、多元化资金来源渠道等方面提出了相关政策建议。%After surveying Dongting Lake area, this paper accounts the cost of environmental protection, such as returning farmland to forest, soil and water conservation, water environmental protection and control facilities investment� The results show that the cost of ecological environment protection is about 16�62 billion Yuan� Finally, in combination with the current ecological compensation demand of Dongting Lake Ecological Economic Zone, the paper puts forward some related policy suggestions from the aspects of compensation funds use, compensation stage, and the sources of funds.
