基于PSR模型的生态建设环境绩效评估研究--以南宁市为例

         

摘要

The environmental performance assessment index system of Nanning ecological progress was constructed based on“pressure - state - response” model, including resource utilization, pollution control, environmental quality, ecosystem vitality, and environmental governance� The environmental performance index ( EPI) of Nanning from 2010 to 2014 was measured, and analyzed combining with the ecological construction and environmental protection during this period. The results indicated that, in 2010-2012 Nanning accelerated the construction of ecological city, considerable progress had been achieved in environmental protection, and the EPI continued to rise significantly� After 2013, with the rapid development of industrialization and urbanization, the pressure on environment increased gradually, some environmental problems began to emerge, although the EPI still remaining at a high level, but showed some fluctuations.%以“压力-状态-响应”模型为基础构建了由资源利用、污染控制、环境质量、生态系统活力、环境治理5大指标类别组成的南宁市生态建设环境绩效评估指标体系,测算了2010-2014年间南宁市生态建设环境绩效指数,并结合“十二五”以来南宁市生态建设和环保工作进行了数据分析。研究结果表明,2010-2012年间,南宁市加快推进生态建设,各项环保工作进步明显,环境绩效水平实现了持续大幅度上升。进入“十二五”中后期,随着工业化和城镇化快速发展,南宁市环境压力逐渐加大,一些环境问题开始凸显,环境绩效虽然总体上仍保持较高水平,但呈现一定波动。
