假设开发法在海域价格评估中的应用研究

             

摘要

海域价格评估是规范我国海域使用有偿制度、推动我国海域市场有序发展、建设海洋强国、推动海洋经济发展的重要技术方法。本文选取海南省文昌市一个人工岛围填海项目作为案例,采用假设开发法详细测算了该海域的价格,并分析假设开发法在海域价格评估中的应用,探讨该方法存在的局限性和适用性。对我国开展海域使用权价格评估具有重要的现实意义和借鉴作用。%Sea area price evaluation is the important technique to regulate paid system of sea area use、 promote the orderly development of sea market、 contribute marine power and promote the development of marine economy in our country. Here we take a sea reclamation of man-made island in Wenchang, Hainan Province as case, and apply the hypothetical development method to measure the price of the sea area� Furthermore we analyze the application of hypothetical development method in sea area price evaluation, then discuss the applicability and limitation� As a matter of fact, the method has an important realistic meaning and reference in developing sea area price evaluation in our country.
