若干代表性碳排放权分配方案的公平性探讨

摘要

A equitable distribution of allocation of carbon emissions right is the focus of international climate negotiations and global climate governance problem, also is matter of the realistic economic interests and the future development space of a country. The paper analyzes and compares the equity of several typical schemes of carbon emission rights allocation. In addition, the paper discusses how to realize the “three win” among the future global climate security, meet the demand of basic human carbon emissions and the sustainable economic development of concerning nations from the perspective of equity.%碳排放权的公平分配，既是国际气候谈判和全球气候治理的焦点问题，同时事关一个国家的现实经济权益与未来发展空间。本文剖析、比较了若干有代表性的碳排放权分配方案的公平性，并从公平性角度探讨了如何实现未来全球气候安全、满足人类基本需求碳排放、有关国家经济可持续发展的“三赢”。
