环境风险评价中溢油模式选择及实例分析

         

摘要

《建设项目环境风险评价技术导则》(HJ/T 169-2004)中,突发事故溢油的油膜计算采用P, C, Blokker公式,该模式假设油膜在无风的条件下呈圆形扩展,具有一定局限性。 Fay理论揭示了油膜自身的扩展机制,但在实际应用中应考虑流场及风场对油膜扩散的影响,在风和流场的作用下油膜成椭圆形扩展,椭圆长轴在风和流场的合成方向上。建议在环境风险影响评价中采用Fay模式并考虑风速和流速影响,实例研究表明该模型操作性和可行性较好。%In technical guidelines for environmental risk assessment on projects, Oil spill model of sudden accidents is calculated by P, C, Blokker formula, which has certain limitations, for it assumes that the oil film is circular in windless conditions� Fay theory reveals the expansion mechanism of oil film itself� But in practical application, we should consider the influence of the flow field and the wind field on the film diffusion� In environmental risk assessment, it is suggested that the Fay model is used to evaluate the oil film influence in wind and flow conditions, and the results show that the model is feasible.
