文献在理论分析基础上，建立了影响软件外包企业国际竞争力的四维因素体系：基础能力、经营能力、核心能力和外部环境。实证表明：基础能力因素是企业竞争优势得以存在的前提，文化融合能力、核心人才和企业融资因素与企业竞争力水平强相关；对外营销渠道和服务交付速度是制约企业经营能力的具体因素；核心能力比较欠缺，知识管理水平和技术创新水平较低，这是我国软件外包企业处于“双低”软件服务外包起步阶段的真正原因。%Based on the theoretical analysis, we believe that there are the factors with four dimensions influencing international competitiveness of soft outsourcing enterprises. They are fundamental capability, operating capability, core capability, and external environment. The empirical study has proved that fundamental capability factor is premise of enterprise competitive advantages existing, cultural blending capability, core talents, and enterprise financing factors are related to strong enterprise competitiveness, foreign marketing channels and service delivery speed is specific factor limiting enterprise operation capability, core capability is relatively scanty, the level of knowledge management and technological innovation capability are relatively low, which are real reasons why software outsourcing enterprises of our country lie in ＂dual low＂ initial stage of software outsourcing.
