对《上海市燃气发展＂十二五＂规划》进行了全面深入的解读,分析了＂十二五＂期间上海城市燃气产业面临的形势,指出＂十二五＂期间将是上海进入转型发展的新阶段,为了加快发展清洁低碳能源,必须推动上海的城市燃气产业的转型。通过分析＂十二五＂期间上海城市燃气发展的主要任务及重点工作,指出＂十二五＂期间,上海市的燃气发展将以能源转型为主线,以燃气安全保障为重任,以能源产业发展为出路,积极推进以天然气为重点的城市燃气发展。同时还指出上海应当利用城市燃气的发展,带动能源产业的创新。%This article mainly focuses on the interpretation of ＇Shanghai 12^th Five-Year Plan for Urban Gas＇ by analyzing urban gas industry developing trends. Restructure development is the key for Shanghai to develop clean and low-carbon energy for urban sustainable development. By analyzing the main tasks for Shanghai ur- ban gas development during the 12^th Five-Year period, it is pointed out that the energy restructure development is the key idea; urban gas supply and safety assurance is the main task; gas industry development is the break- through point. It is very important tO bring innovative action to energy industry by seizing the historic opportu- nity of rapid urban gas development.
