本文通过分析欧洲海上风电发展现状与趋势,并以全球海上风电领跑者—英国为例,介绍政府层面如何集中力量、多方协调促进技术进步和成本下降,通过差价合同等竞争性市场机制实现政府补贴的高效分配;介绍投资者如何利用合同手段将风险管理前置,分阶段分解释放、多方共担风险.通过分析,以期为我国海上风电的发展提供借鉴和经验.%This paper mainly analyzes the current situation and development tendency of European Offshore wind power, and takes UK, which is playing a leading role in Global Offshore wind market, as an example to illustrate: For governments, how to concentrate all resources and forces, coordinate all relevant parties to promote technology progress and cost reduction, how to realize efficient allocation of government subsidies through various competitive market mechanisms such as CFD, RO etc. For investors/developers, how to prepose risk management through contracts, and defuse and release risks through Risk Sharing Mode stage by stage. It's hoped that through these analysis, we would be able to provide reference and gain experience for the development of offshore wind power in China.
