修订《节约能源法》以支撑绿色发展和生态文明建设

摘要

《节约能源法》对保障我国能源供应安全,促进经济持续、协调、稳定发展发挥着重要作用.当前,我国的节能形势发生了重大变化,《节约能源法》与节能工作需求不能完全适应.为满足新时代节能工作要求,建议修订《节约能源法》,深化“节能”定义,拓展节能维度;明确“节能为第一能源”,提高节能工作的战略高度;增强节能执法,促进节能体制机制变革;同时,加强节能数据统计,细化节能管理,发展绿色金融,为实现绿色发展和建设生态文明,实现“两个一百年”的中国梦提供有力保障.%The Law of Energy Conservation plays an important role in guaranteeing the safety of energy supply and economy sustainable,harmonious and stable development.Currently,significant changes have taken place in China's energy conservation situation,and the Law of Energy Conservation does not satisfy the requirements of energy conservation work in the new era.Therefore,it is suggested that the Law of Energy Conservation be revised to meet the requirements of energy saving work and improve the status of energy conservation in development of national economy.Firstly,it should expand energy saving definition and the dimensions of conserving energy.Secondly,the energy conservation as "the first energy" should be confirmed to improve strategy of energy conservation.Thirdly,the statistics data and mechanism reform and law enforcement of energy conservation should be strengthened,and the management should be refined.It provides a strong guarantee for the green development and ecological civilization construction and the Two Centenary Goals Chinese dream construction.
