区域发电权交易网省协调优化模式研究

             

摘要

提出2种区域发电权交易网省协调优化模式,即网省分层优化模式和区域统一优化模式.介绍了2种协调优化模式的组织形式,定性地分析了模式的特点及适用条件,从经济学的角度,分别在有阻塞约束和无阻塞约束的情况下,对模式的经济机理进行了深入剖析,并对2种模式的市场效率进行了比对.得到结论:有输电约束时,采用区域统一优化模式下的总社会福利大于等于网省分层优化模式下的总社会福利;无输电约束时,采用区域统一优化模式下的总社会福利大于网省分层优化模式下的总社会福利;在区域发电权交易市场建设初期,宜采用网省分层优化模式实现发电权交易从省级市场向区域市场过渡;区域统一优化模式规避了网省协调过程中所造成的效率损失,宜采用区域统一优化模式不断完善区域发电权交易市场.算例分析验证了所得结论的正确性.%Two different modes of coordinated optimization between regional and provincial grids are proposed for the regional generation right trade:layered optimization and integrated optimization. Their organizations are introduced,their features and applicability are qualitatively analyzed,their economic mechanisms are discussed in conditions of both with and without transmission congestion, and their market efficiencies are compared. Following conclusions are achieved;the total welfare of the integrated optimization mode is bigger than or equal to that of the layered optimization mode when there is transmission congestion,while it is bigger when there is no transmission congestion;the layered optimization mode should be adopted in the initial stage of market construction for regional generation right trade for the successful transition from provincial market to regional market;the integrated optimization mode should be used to continuously improve the regional market of generation right trade because it avoids the efficiency loss of the layered optimization mode. Case study verifies the correctness of conclusions.
