跨太平洋伙伴协议（TPP）中的环境与贸易关系分析及建议

摘要

In the newly issued Trans Pacific Partnership agreement, the environment protection has become one of the most important components of this agreement. The balance between trade promotion and environment protection has also become one of the most cutting-edge facets of the international trade development, it is the trade-off between environment protection restriction and promotion of international trade, it is the trade-off between strengthening the international institution and the respect of the state sovereignty. The article contends that despite the challenge brought about by TPP environment section on China trade development, China can indeed regard the TPP as an opportunity for China to upgrade its trade situation by making full use of China's advantage in environment goods and deepen the reform in environment section.%在2015年制定完成的跨太平洋伙伴协议（TPP）中，环境保护成为了这一多边贸易安排中的重要一环。该环境条款反映出国际多边贸易体制中，平衡贸易发展和环境保护日益成为发展的重点，体现了国际贸易与环境保护之间限制与促进并存、强化国际合作机制与尊重国家主权共进这两条主线。TPP这一环境条款虽然对中国贸易发展制造了一定的障碍，但同时也带来一定机遇。中国应充分发挥自身在环境货物上的优势，并且深化自身改革，从而应对TPP带来的挑战。
